Reports from Ukrainian developers in autumn 2026 describe the same pattern: monobank and PrivatBank cards are declined, Stripe Link fails too, and the bank app shows no attempt. OpenRouter support explained in October 2026 that Stripe's fraud screening blocks these payments before they are sent to the bank, based on a risk score per payment, so the bank has no record and no reason to give. Link is a Stripe product, so it runs through the same screen. Virtual-only cards are declined more often still, because the processor treats them like prepaid cards.
A few things are worth one try each: a physical card from a different bank, VPN off so the detected country matches the card, and a single attempt rather than repeats, since each failed try raises the score. If those fail, the card path is closed for now and no support ticket reopens it quickly.
The path that does not go through the card screen is crypto.
