This is the worst version of a region-limits problem: the payment already left your account, but the credits are sitting behind an account-level region block, so you can't use them or easily get a refund. Region blocks are typically enforced at the account level rather than the payment level, so support genuinely has to unblock it manually — there's no automatic path around it.
The important thing right now is to keep your existing support ticket alive rather than opening a second one, since a new ticket usually resets your place in the queue instead of speeding things up. Do not repay to try to 'fix' this — the money you already sent is a support matter, not a payment-method matter, and paying again will not unblock the account.
If, once the account is unblocked, you find your card keeps getting region-flagged on future top-ups, that's a separate card-network issue that crypto payment sidesteps entirely.
